Notice of Public Hearings - Bylaw to Amend MPS 25-12 and Amend LUB 25-13

A Public Hearing regarding the By-law to Amend the Municipal Planning Strategy 25-12 and the By-law to Amend the Land Use By-law 25-13 for the Municipality of Cumberland will be held at 4 p.m. on Wednesday, Dec. 17, 2025, in the Council Chambers of the Upper Nappan Service Centre.

By-law to Amend the Land Use By-law 25-13
Rezone PID 25224874, 40 Chapel St., Springhill from Institutional (INS) Zone to Mixed-use (CMix) Zone.

Municipality of Cumberland welcomes provincial commitment to Springhill public housing project

The Municipality of Cumberland is welcoming the province’s commitment to building eight units of public housing on Junction Road in Springhill.
The announcement made Housing Minister John White on Thursday, Nov. 27, 2025. In total, sites in four communities have been selected for new public housing that will create up to 64 new safe and affordable homes.
The new housing in Middleton, Windsor, Shubenacadie and Springhill is part of the plan to build 515 new public housing units across the province over the next five years. Design work for the buildings in the four communities is now underway, and construction could start as soon as the spring.
“We’re very pleased that this much-needed public housing is being provided here in Cumberland County,” Municipality of Cumberland Mayor Rod Gilroy said. “We applaud the minister and the provincial government for including our area in what is the first significant announcement of public housing in our province in decades.”

Municipality of Cumberland announces crosswalk and traffic safety changes in Springhill

The Municipality of Cumberland is announcing several traffic-related changes in Springhill following the completion of the first full school year at the new Springhill Elementary School.
When the school opened, the Municipality arranged for crossing guard locations and pedestrian routes to ensure the safety of students and families. Following those changes traffic and pedestrian patterns were monitored for a full school year. During that period, the following was observed:
- A significant reduction in school related pedestrian traffic at the intersection of Junction Road. and Main Street.
- A significant reduction in school related pedestrian traffic at the intersection of McDougal and McGee Streets.
- A significant increase in vehicle and pedestrian traffic at the intersection of Mechanic and Black Streets.
With these observations in mind an independent traffic engineer was engaged to assess the Mechanic/Black intersection. The intersection of Horton Avenue and Main Street was also assessed by the independent traffic engineer to determine if any changes were warranted in that area.

News from Cumberland Municipal Council's Nov. 26 Meeting

Council upholds CAO decision on Joggins Fire Department’s registration
Cumberland municipal council has voted to uphold the decision of the chief administrative officer not to renew the registration of the Joggins Volunteer Fire Department.
The resolution was passed unanimously by council at its regular session on Wednesday, Nov. 26, 2025.
On Friday, Oct. 17, 2025, on the recommendation of Protective Services Director Allen Cole, the CAO wrote the fire department to advise it that under Section 294 of the Municipal Government Act its application to renew its registration was being rejected.
The department requested a review of that decision and council met Thursday, Nov. 20, 2025, to conduct the review.
