The Finance staff take care of balancing budgets, recording details of revenues and expenditures, financial reporting, tax collection, and managing grants to organizations.

Financial Reporting
Financial management carries with it accountability responsibilities. Citizens, as well as senior levels of government, need to be provided with accounting information that indicates that the intended services have been adequately delivered, that proper controls are in place and that prescribed procedures have been followed. It is here that audits and the auditing process provide outside monitoring as added protection for the public interest.
Audited Financial Statements
The staff organization must record details of expenditures using accepted accounting practices. The external auditor examines these and reports to council, citizens and senior levels of government on how adequately funds are used for the purposes intended. The auditor's statement thus comprises a formal accountability report.

Budget
The 2026-27 Operating and Capital Budget was approved on March 30, 2026.

Solid Waste Collection

Cumberland Region Solid Waste Services also provides sorting guides, information about upcoming Household Hazardous Waste events, FAQs, and information about provincial solid waste programs available to residents.
Canine Control
The Municipality’s Canine Control Officer helps residents with issues related to dogs in Cumberland County. These include issues such as:
- Dogs running at large
- Dogs leaving waste on private property belonging to others
- Dogs biting humans or animals and
- Assistance with RCMP in removing dogs from unsafe and unfit dwellings.

Municipal Payments
The Municipality accepts the following forms of payment:
- Online/telephone banking payments done via your financial institution;
- Debit;
- Cash;
- Personal cheque; or
- Credit card via Paymentus.
Grant Programs
Municipal Grants are available only to not-for-profit organizations. Individuals and businesses are ineligible.

The Municipality of the County of Cumberland utilizes a Council/Chief Administrative Officer (CAO) style of government. The administration is broken into six municipal departments, each responsible for the delivery of specialized services. These services are coordinated through the Office of the CAO who ultimately reports to Council. Approximately 90 employees are employed by the Municipality and administer programs and services for residents.

CAO's Office
The Chief Administrative Officer is the senior staff person in the Municipality.
The CAO is accountable to Council and is responsible for providing leadership in the development and administration of all programs, by-laws, policies, and other initiatives approved by Council. The CAO's Office is responsible for overall administrative functions of the organization including Office of the Municipal Clerk, records management, grants to organizations and communications.

Development & Planning
The Development & Planning team are responsible for reviewing and processing building and development permits, conducting permit inspections, development agreements, subdivision applications and inquiries.

Engineering & Operations
The Department of Engineering & Operations is responsible for the delivery of many recognizable and daily municipal services. Service delivery locations are distributed throughout the Municipality. This department is responsible for:
- capital projects,
- road maintenance in the communities of Springhill & Parrsboro,
- water and wastewater facilities,
- solid waste administration

Finance
Finance staff take care of balancing budgets, recording details of revenues and expenditures, financial reporting, and tax collection. Finance staff are the first faces you see when you come to our Service Centres. They are available to take payments for property tax or water bills. Staff are also available to answer any questions you may have relating to your property tax account or your water utility account.

Recreation & Community Services
Staff in this department are responsible for recreation programming, events, volunteer recognition, the equipment loan program, and the management of the Dr. Carson & Marion Murray Community Centre and other recreation facilities.

The Municipality of the County of Cumberland has five protected source water areas that supply local residents with drinking water:
- North Tyndal;
- McElmon Brook;
- MacAloney Lake;
- Leamington Brook; and
- Pugwash.
