Review of January 12, 2022 Special Public Council Meeting

Council of the Municipality of Cumberland met via zoom for a Public Council Meeting on Wednesday, January 12, 2022. The meeting opened with a territorial acknowledgement.

Council gave second reading to an amendment to the solid waste bylaw, to ensure continuity of flow control of solid waste and to provide export rates. First reading occurred at the December 22, 2021 meeting.

Second reading was given to an amendment to the land use bylaw, to include a new section 5.1.23 which allows for a six-month period starting December 22, 2021, where development permit applications for wind developments will be paused. This is to allow for the municipality to review the requirements for both small- and large-scale wind development permits. Council authorized GFL Environmental Inc., to remove social waste generated within the municipality, from the municipality. This is effective February 1, 2022, and is a requirement of the sale of the assets of the Cumberland Central Landfill.

To further support the sale of the assets of the landfill, an amendment to the waste resource benefit agreement was approved by Council. The amendment includes agreements to maintain waste levels and a date change to a CPI adjustment to reflect the new closing date.

The next public council meeting will be January 26, 2022, at 3:30 p.m. A committee of the whole meeting will be held January 19, 2022, at 3:30 p.m. Formal minutes of the January 12th meeting will be available within 24 hours of the meeting.
