Second Reading and Adoption of the By-law to Amend the Land Use By-law 25-03 and 25-04 took place on Monday, May 26th, 2025.
The purpose of the adopted By-laws are:
By-law to Amend the Land Use By-law 25-03
• to rezone PID 25182171, 15518 Highway 6, Upper Malagash from the Agriculture (AG) Zone to the Country Commercial (CCou) Zone.
By-law to Amend the Land Use By-law 25-04
• to rezone PID 25350869, the property between 148 Blue Sea Road and Golden Brook, Malagash Centre from the Agriculture (AG) Zone to the Residential Recreation (RRec) Zone.
Any aggrieved person, the Provincial Director of Planning, or the Council of any adjoining municipality may, within fourteen days of the publishing of this notice, appeal to the Nova Scotia Utility and Review Board (1-855-442-4448 /

Municipality of Cumberland passes new pets policy
Cumberland municipal council has passed a new pets policy.
The policy establishes guidelines regarding the presence of pets within the service centres and the Dr. Carson & Marion Murray Community Centre and ensures the safety, health and comfort of employees, council members, committee members and visitors to the buildings.
Exceptions will be made for service animals that are clearly identified, or in the case of the community centre for animals associated with an event taking place on site.
A recent occurrence at the Upper Nappan Service Centre brought to light the need to expand the scope of the current policy to include service centers.
While it has been the general practice to limit animal access to service centres to service animals and there are decals posted stating that only service animals are allowed, there is no policy reinforcing this.
Notice of Council Meeting Change

Please be advised that the May 2025 regular council meeting of Cumberland Council has been rescheduled.
Regular Council will now take place on Monday, May 26, 2025, at 4 pm
(Committee of the Whole will still take place on Wednesday, May 21, 2025, at 4 pm)

Municipal Council Special Meeting News

Municipal council approves village rates for Pugwash and River Hebert
Cumberland municipal council passed a motion during a special meeting on Monday, April 28, 2025, to set the village rates for residents of Pugwash and River Hebert.
In River Hebert, the residential/resource and the commercial rate will be 10 cents per $100 of assessment while in Pugwash, the residential/resource rate will be 37 cents per $100 of assessment and the commercial rate will by 44 cents per $100 of assessment.
The rates are the same as 2024-25.
When the municipality approved its 2025-26 budget on March 31, it had not received confirmation of the village rates.

Municipal council approves demolition orders for four properties
Cumberland municipal council approved demolition orders for four properties during a special meeting on Monday, April 28, 2025.
Orders were issued for two properties in Springhill – 46 Church St. and 2 South St. – while an order was issued for a Parrsboro property – 3276 Highway 2 – and at 11890 Highway 2, Leamington.
The demolitions are to be completed within 30 days of the issuing of the order. Demolition of the 46 Church St., Springhill, property is to be completed within 60 days.
